Europe’s Biodiversity at a Crossroads: Overcoming Challenges to Build a Thriving Natural Network
Europe’s biodiversity is under immense pressure, and urgent action is needed to reverse nature loss. The EU Biodiversity Strategy for 2030 sets an ambitious goal: the creation of a Trans-European Nature Network (TEN-N)—an interconnected system of protected areas and ecological corridors. However, turning this vision into reality is far from straightforward.
Our latest report highlights the governance and land-use challenges that threaten progress. Analysing six key regions—spanning the Danube-Carpathian Transboundary region, Finland, France, Portugal, Spain, and Germany—we identify critical regulatory gaps, conflicts between conservation and economic interests, and a shortage of long-term funding and expertise.
Despite these challenges, solutions are within reach. Strengthening policies, improving land-use planning, and adopting sustainable financing models can help turn this vision into reality.

This document reviews and synthesizes information on existing land-use planning and land management policy and guidance for Green Infrastructure (GI) management across countries and administrative levels. It compiles best practices, which are made available as a report in English and executive summaries in 18 languages for the 6 case studies.
